KUALA LUMPUR, March 21 — The proposed amendment to the Federal Constitution involving the issue of citizenship takes into account several factors, including not automatically granting citizenship to foreigners residing in the country, said Home Minister Datuk Seri Saifuddin Nasution Ismail.
